The County Controller, subject to the management and administration of the County Commissioners, supervises the fiscal affairs of the County. The accounts of all County Officers who collect and disburse funds are examined and a full set of books of all financial transactions are kept in detail. Desk audits of all bills against the County are performed. Required approvals of all warrants issued on the Treasurer are reviewed. All bids on contracts exceeding $10,000 are received in the Controller's office and opened at a public meeting.
The County Controller also supervises the daily operations of the Fiscal/Data Processing department. (Further details of this department's responsibilities can be found in the "Other Departments" section of this website).
The Controller is required to file a statement of receipts and expenditures by July 1st after the close of the fiscal year. The report is filed with the Court of Common Pleas, with the Commonwealth of Pennsylvania and published in the local newspapers. The Controller is the liaison Officer who works with the County's external auditors.
The Controller's office also supervises and administers the day to day operations of the County's retirement plan. The market value of the investments in this plan on December 31, 2020 was $84,978,549
The Controller is a member of the Salary Board, the Retirement Board and Prison Board.
